Aerial evidence that supports approval

warehouse and adjoining site being surveyed for redevelopment of whole site

Modern planning environments expect a level of visual clarity that traditional photography can't provide. Geo-referenced aerial imagery integrated into a Design and Access Statement gives a local authority a transparent view of site context and impact — and can help address objections before they arise.

Because every site is captured by a CAA-licensed, insured operator with accurate positioning, the imagery and data hold up under scrutiny. For congested or sensitive sites, that licensing isn't a nice-to-have — it's the standard planning authorities and your professional team will expect.

What we provide for planning & development

aerial view of house building programme for progress

Aerial site context photography & video High-resolution imagery showing the site within its real-world surroundings — for Design and Access Statements, pre-application discussions and committee presentation.

Topographic surveys & orthomosaics RTK-accurate topographic data and georeferenced orthomosaics of the site, accurate to under 2cm — for red-line plans, site layout and design. See our aerial mapping service.

3D site models & terrain Measurable 3D models and digital terrain of the site and its setting, to support design coordination and stakeholder communication. See our 3D modelling service.

Marketing and PR content Many projects benefit form public engagement and we work with our partners to use our content and gaussian splat technology to produce stunning videos, imaging and fly-throughs

From planning to construction

city centre development planning

Approval is the beginning, not the end. The same accurate site data we capture for your planning application carries straight through into delivery — topographic surveys, earthworks volumes, progress monitoring and as-built records once you're on site. Engage us at the planning stage and keep one consistent source of aerial data for the whole project.

Evidence gathering for planning enforcement or appeals

evidence gathering regarding new quarry activity

Planning enforcement cases stand or fall on the quality of the evidence. Whether you are a local planning authority investigating a suspected breach, or a landowner, developer or consultant responding to one, Image Surveys provides clear, dated and accurate aerial evidence that documents exactly what is happening on a site — without disputes over access or interpretation.

Our drone surveys capture the kind of objective visual record that holds up under scrutiny at appeal, hearing or inquiry.

What we provide for enforcement matters:

  • Dated, georeferenced site records — high-resolution stills, video and orthomosaic maps that establish the condition and use of a site at a specific point in time.
  • Evidence of unauthorised development — clear documentation of structures, extensions, hard-standing, changes of use or works carried out without consent or in breach of conditions.
  • Before-and-after comparisons — repeat surveys flown over time to show change, progress of works, or whether a breach has been remedied.
  • Access to difficult or disputed sites — aerial coverage of large rural holdings, gated land or hard-to-reach areas where ground access is impractical or contested.
  • Listed building & conservation evidence — non-invasive records of unauthorised alterations to heritage assets and within conservation areas.
  • Appeal-ready outputs — measurable, well-documented imagery and reporting your planning consultant or solicitor can rely on as part of a case.

Who this helps: local planning authorities, enforcement officers, planning consultants, solicitors, developers and landowners — whether building a case or defending against one.

All flights are planned and flown by CAA-licensed pilots, fully insured, and conducted lawfully and responsibly, with imagery handled in line with our data protection obligations (ICO registration ZB865563). We supply the factual visual evidence — the legal interpretation rests with your professional advisers.

Frequently asked questions

Aerial shot used in constructing accurate survey grade plans to allow building a replacement Victor

Do I need a drone survey for a planning application? Not always — but aerial site context, accurate topographic data and verified views are often required or expected, particularly for larger, sensitive or visually prominent developments. They help a planning authority understand site context and visual impact, and can reduce objections.

Do you produce fly throughs for pre planning publicity and engagement?  Yes, we can produce stunning videos and design images from our accurate drone data . We work with experts using Gaussian Technology to unleash the imagination or to allow clients to check designs are fit for purpose.

How accurate is your site survey data? With RTK positioning and ground control points, our topographic data is accurate to under 2cm depending on site conditions on both the horizontal and vertical axis — robust enough for design and verified-view work.

Is drone imagery acceptable to planning authorities? Yes, when captured legally and safely by a licensed, insured operator. We are CAA-licensed and manage airspace and permissions as part of survey planning, which matters for congested or sensitive sites.

How much does it cost and how quickly can you deliver? It depends on the site and the deliverables you need. We provide a transparent fixed-price quote before any work begins, and we mobilise across the North West fast — often within days. Call 0800 999 1295.

Which areas do you cover? We work primarily across Merseyside, Lancashire and Cheshire, with regular projects in Greater Manchester, Cumbria, Yorkshire, Derbyshire and North Wales.
